DownloadPlates perl Script

The FAA keeps changing their directories, breaking the DownloadPlates perl script. The latest seems to be they moved away from having an index file, so the script doesn't know the number of the current revision. I don't know perl, but I did manage to modify the script and get it to work on my Linux computer. Hopefully useful to somebody.

The original script (4.4.3) still works for me. Sometimes they make a mistake on the index and reupload it later. The search page and index link look normal.

That's me, fixing things that aren't broken. I was working off version 4.4.2, I didn't see you upload a new version. Anyway I tried the new one (4.4.3).
It didn't work in LInux but worked in windows. At least I learned some coding.
